Overview

MapToc is an AI program-intelligence product for funded programs. It is designed to connect funding, decisions, delivery and outcome evidence from program start to finish in one living, source-linked record.

Organizations define the evidence and review requirements for a program or portfolio. Teams continue producing ordinary updates, field reports, meeting notes and finance summaries. MapToc proposes relevant results, decisions, risks, adaptations and evidence gaps for human review before anything becomes part of the shared program record.

The vision has three parts: funding transparency, program integrity and explained outcomes. The record is intended to support management, funder review, reporting, evaluation preparation and evidence retrieval.

What problem does it address?

The information needed to explain a program can be spread across folders, reports, emails and people's memories. Finding a document is only one part of the work. A reviewer also needs to understand what the document supports, which decision it informed and how it relates to the intended outcome. MapToc is designed to preserve those relationships while implementation continues.

How does it work?

The proposed workflow has five stages: contribute a source, identify candidate evidence, review the proposal, connect the approved item and use the resulting record. The initial focus is a manageable capture and review process for one program. Integrations and cross-program learning depend on later development and pilot findings.

What is MapToc not?

MapToc supports outcome-focused program management alongside existing monitoring and finance systems. It does not replace independent evaluation, financial systems or audit. A source link does not establish causality. The system's role is to make the evidence and its limitations easier to inspect, so people can ask better questions and make informed judgements.

A record from award to closure

MapToc begins with the funding agreement, intended outcomes, budget context and evidence requirements. During implementation, it connects program documents, approvals, decisions, reported spending and outcome evidence as the work unfolds. The same reviewed record can support management, oversight, reporting and evaluation preparation.

Outcome visibility remains central: what changed, for whom, what may have contributed and what the available evidence cannot establish. Recording activity or expenditure is a starting point, not proof of impact. MapToc aims to make records easier to inspect and retrieve; it does not certify completeness, compliance or independent assurance.
